I guess it isn't possible on official ways then. There are some export restrictions in place. As it is a software download and no physical product it may could work if you pretend to live somewhere else in your account and at checkout. But I am pretty sure this is against Native Instruments conditions and their EULA. So I can't really recommend this way.
