He logged in onto my laptop with me logged in on another tab. did all the right steps for a transfer. then clicked to the other tab to claim on my account but it had auto logged into his one and now it isnt transferrable.

You'll need to contact support and explained what happened, you can do that with the button at the bottom of this page - https://support.native-instruments.com/hc/en-us/sections/18115022767005 I'm sure they'll be able to help with the transfer.
