    After installing all this before from another support thread and getting it to work. I went and did this repair. I hope this doesn't revert to whatever is causing this problem. This fix did work! Thanks!

    THANK YOU! I've been trying to get this to work for hours! I've been following NI "support" recommendations, digging around in parts of my OS I didn't even know exist. Your solution was quite easy and more importantly, IT WORKED! Again, thank you

    I fixed this issue with an alternate way and it did not stick. This method 2 weeks later is holding and Ni Package manager is behaving properly with catching and installing up date. This fix actually fixes other WIN 10vS update problems it causes. . . I have some new things to circle-back and 'try' to get authorized and installed. I will circle-back on that; win, lose or draw. (I absolutely despise all package-mangers, not just Ni). EVERY/APP/PI,UPDATE NEEDS A MANUAL, INDIVIDUAL INSTALLER LIKE SSL & OTHERS HAVE AS A ALTERNATIVE! Pay attention Ni!
