Total Newbie. When I am connecting hardware to laptop using storage - do I manually transfer plugins files onto card so maschine+ can read them? Something like FM8

No. You have to install them directly from M+ (through Wi-Fi, without connecting M+ to a computer)

Under Settings you’ll find all the relatives menus (to connect Wi-Fi, to sign in to your account, to see the library of all available products). Vast majority of what you can have in Native Access can’t even be installed in M+ standalone (is just for the computer). Only what you’ll see in M+ standalone can be installed into it (FM8 is one of them)

Storage mode is for transferring things like samples/projects back and forth

    FM8 is available for standalone.

Just turn on your M+, go in settings under library and you’ll see everything available for your account.

In any case, this is all you should have received with your M+ (eventually with the addition of free expansions if you bought it during the offer). Note that the items marked with an * has been given to you in your Native Access but are just for the computer. All the other should be found and can work in your M+ in Standalone mode (some are “pre-installed”, some (like FM8) will be available to install under Library)

If you own other Expansions in your NI account (maybe some that you bought singularly) you should found them under Library too, since they work with M+ Standalone (except a couple of them)
