I bought the new X1mk3 and it did not have the traktor pro 4 software and only has the traktor x1 mk3 hardware serial

    Register your device to your NI account. It will unlock TP4 in native access.

    If you bought it after or around the Traktor 4 release, and you only got Traktor Pro 3 after you entered the hardware serial into Native Access, then you can contact support with proof of purchase and they should be able to help you.

    But normally you should get TP4 unlocked with the x1mk3 serial.
