Since you use the word 'use' which make me think that you might have bought something used/secondhand and since that you do not say what license is pending and from where then it is hard to determine what is your situation. If you bought something secondhand and seller has not furnished you with a serial or a license then you need to approach seller and ask for a resolution.

If you are waiting for a software license from N.I. after having had a serial transferred then you should approach N.I. Account Support
