How can I register a product second hand?
I purchased the product second hand and cannot contact the seller
to transfer the license. Please tell me how can I register a product?

Contact N.I. Purchase and Account Support with proof of purchase and a picture of the serial on bottom of device and explain the situation !
There has just been introduced chat support for Account assistance (at least daytime on normal work days) :

I bought a Kontrol Z2 at a garage sale, decided to sell one of my Kontrol X1s (with license), and contacted NI Support about getting a license for the Z2.
They basically told me to use the X1 license, and closed the support ticket.

Hello 1251CC, I checked your ticket request and it seems like it is not closed from our side but automatically from the system after not getting any answers from you in 10 days, the last message that our team sent is:
"Please send in the following information:
- photo of the hardware serial number on the bottom of the device
You can attach the files when you reply to this e-mail."
