You can start here https://support.native-instruments.com/hc/en-us and access the chat bot once you've logged in; Bear in mind it's nearly the holiday period and support response is likely to be slower than usual as noted in the page banner.

I needed that few times in past… NI has always solved it. If I remember correctly, NI has removed item from account so that new owner could use Licence Number to register SW at his account. So, it was not transferred via Licence Transfer, but by passing Licenec Number to a new user.
