i lost my old external hard drive that had some of my libraries, and now i cant reinstall them because i need to locate them and uninstall them first how do i get access to the libraries again??

This is a third party Kontakt Library that cannot be downloaded / installed via Native Access. (This is also applicable with the other libraries that are showing "Locate" option)
Native Access is only responsible for authorising the library and locating it for use in Kontakt.
You will first need to download the library from the manufacturer
Once installed, simply follow the steps in this article to add the library to Native Access:

its not that i lost the missing content, i lost the physical device it was stored on we just moved from europe to the states, and the moving company lost my hard drive
I'd guess you'd need to completely uninstall Native Access and start over.
nope that dose not work, I have a similar situation. Remove the instrument from uninstall. used NI registry removal tool software. Went in after and deleted from user /%user% data doing all this and the native access manager still denies reinstallation.
Abby roads 60 vintage drums will not be install what so ever. Its still looking for the old drive location.
What made matters even worst I am now on a new Desktop PC and slowly rebuilding / transferring to a DAW PC. NI installation manager is still referring to the lost hard drive location. FYI I lost that drive due to a really nasty virus - reformatted the entire drive. I have 7 non native instrument libraries That I can not even repurchase because they won't reinstall similar problem.
