No Transfer ID from seller
Purchased the Machine MK3 from Guitar Center and was not informed of a Transfer ID. Reached back out after attempting to enter Serial number that is still registered to another account. Seller confirms they do not have Transfer ID and would like to request assistance using MK3 on my system.

Contact N.I. Account Support with proof of purchase and a picture of the serial on bottom of device and explain the situation

First, I've deleted the personal details from the post, generally it's not advised to put receipt details/serials/emails on the public forums.
You'll need to contact account support to get this resolved which you can do starting here - https://bit.ly/n1acc. They'll need the receipt and serial numbers but they'll ask you to send them privately. Make sure you're logged in when you access the support page and you'll see the chatbot at the bottom.
