Instrument Library Missing

I recently switched to a new PC and had bought 40s very own keys on my old PC, and it is not appearing in my Library or Products. I have uninstalled it from the old device and it is still not appearing.
If anybody knows the solution please let me know.

First thing is to check your NI Account online and confirm that 40's Keys is registered to your account and available to be installed.
If it is good to go in your account - it will be good to go in Native Access - these two are mirrors
Using the same credentials you use to login into your NI account - login to Native Access (must be v3.18.1 or higher) and check again.
If it still does not appear - you may have OS issues or other issues - would be helpful to see a screencap of your Native Access "ALL" view - so we can see where this product is (or is not).
The NI account check is the key tho - if it is not there - you do not own it. And it will not appear in NA.

The strange thing is that 40's keys appears in my order history but not in my products and serial section. Any advice on this?

Please do not post screenshots that shows your product serials or other personal information (I made an edit of your pictures).
Check you purchase confirmation email to make sure that it does not contain any serial for you to redeem in latest version of Native Access for your OS .
Otherwise then if you are sure that the purchase were made for the same account as shown and as logged into in Native Access then only N.I. Support (all) can help you clear up this mystery.

Order history does not automatically mean Native Access success.
Your product listing screencaps indicate no instance of 40's Drums anywhere.
So that is the reason for your initial problem.
Either you received a serial you have not registered with NA - or there is an issue with this order.
As PoorFellow suggests - might be time to contact Sales support and find out what is up with that order.
