Are the Komplete 8 Ultimate registered to your NI account ? and are you logged into the same account when in the NI shop ?
Anyway , if the shop does not work as intended then you will have to ask for assistance from N.I. Support (all) .

I have Lompelte 8 ultimate and was able to upgrade to Komplete 15 collectors. I got loyal discount as well. The only issue I have is I'm still waiting for my order to be confirmed, money came out my account a couple of days ago but no software code or confirmation.
You can be sure that if NI takes your money then you will get what you paid for or a refund.
However then in the situation then the only ones that have influence on things and could possibly speed up things are N.I. Support (all)

Also then once your order has been processed then you can find it on your account product page but you most likely will not receive any serial in the mail….
Installation are done by using latest version of Native Access for your OS .
