I probably have not explored all of the features of the Komplete 14; however, I'm looking for plugins that will help with vocals. Does NI have tools/effects that works with vocals or is it simply plugins for making/applying instruments?
In essence Native Instruments deals primarily with Instruments not vocals. I'm sure you can find any number of 3rd party plugins out there that focus on vocals. The closest NI would come might be some of the processing plugins from iZotope.

There are creative plug-ins like Raum, Dirt, Driver or Replika. You could also try Guitar Rig.
And since you own Komplete 14, you may also own this already:
IMO the answer to the question "what plugins can I use for vocals?" is "whatever you like".
There's no rule book that says you can only use effect A for this, and effect B for that.
Experiment. You might discover something interesting.
To the plugin though, it doesn't matter what the input signal is. It's just a signal, whether vocal or instrument.
Vocalsynth 2 ? (Part of all tiers of Komplete 15)
And of course then as already suggested by PK The Dj then you can use whatever Effect plugins you like on the vocal to see what it does to it…

GR7 is great for creative effects, including vocals.
