Native Access Error Message: Downloading (*Product*) failed: could not create new file or truncate existing file
I'm on an M2 / Ventura. I've gone to the knowledge base and my folders look right. I didn't touch anything and I've already downloaded about 25% of the libraries.
Downloads and Content folders are on a 4TB external USB 3 APFS formatted drive.
Any help would be appreciated!

Fixed it. I guess it was a bug.
Native Access -> Preferences -> click Restore Defaults -> restart Native Access -> re-assign folders back to what they were before -> restart.
After that, downloads resumed.

Did you buy your drive is a complete external drive did you buy a USB-3 enclosure and put an NVMe in it?

Yep, I put an NVMe in a USB-3 enclosure (set up only a few days ago)

I'm inclined to think that it might be an issue with your drive enclosure or possibly your NVMe drive itself. I've not heard good things about USB-3 drives on a Mac.
You could run some tests by copying over a large file if you have something that's a few GB. Or you could run dd from the terminal using "dd if=/dev/urandom of=/your_ssd_location/test.img ******=15M count=1000" and watch for any errors.

If the sounds that I've already downloaded are currently working (my Pro Tools is able to read), and I can move files between the drive from system to external that has the libraries, then could the problem still lie with the drive?

the "Best Answer" worked for me even though I manually sorted stuff ouy
t to start with which didnt work the restore defaults in native access seems to be the solution.
