The X1 Mk1 is a legacy device and is no longer supported by Traktor software (since over 6 years ago).
Officially, any Native Instruments legacy device is not recognized on macOS 10.12 (Sierra) or higher.
This includes Traktor X1 MK1 devices.However, here is a workaround, that might help you run your device on newer systems.
Please keep in mind that there is no guarantee that will work.0 -

Is this safe to use? to "allow from untrusted developer" when you run it?

NI doesn't support the device anymore. How else do you think can you get it to work? There is only us 'trusted and supportive customers'. 🙃

If by safe you mean no viruses and such? Probably yes. No user has so far reported any such occurences. You may need some technical expertise to install the code, but you can ask for help.

To get your software signed by Apple you need a paid developer account with Apple. Software that isn't signed by Apple is shown as software by "untrusted developer" in macOS. Especially open source software or software by smaller developers is often only available unsigned.
If you trust such software is your choice. But here in the community there were never any complaints about this solution. If you want to use your X1 Mk1 on modern macOS it is most likely this or nothing.
