I'm having a hard time understanding everything, it's time to get in touch with my colleagues so they can look in your system and installation to figure it out. Don't hesitate to send them screenshots to illustrate what you mean. https://bit.ly/NI_support_NA

Few Notes:
I have my library in an external hard drive and all the permissions are set to "read and write' for everyone.
I am able to browse and hear all those sounds (left) including what I am attempting to load.
The location of the libraries is set in the preferences correctly
Komplete 15 collectors edition is installed with no errors
I am not able to update Drum Lab, Retro Maschine MK2 and Vintage Organ and are still sitting in my Native Access. I am not sure if this is related
Thank you for the help

Correction, Drum Lab and the rest are all updated now. I still can't load my instruments.

Be sure that you are using latest version of Native Access for your OS
Else then have you done all the Mac users must do when using N.I. software ? :
ALL NI apps including NTKDaemon must have full disk access. : How to Enable Full Disk Access on macOS and disks must be of correct format : Notes on Network Drives and Disk Formats
Also then please check that iCloud Private Relay has been turned off : Native Access Error Message: "Download failed" (macOS)
Also then do not use Clean My Mac. (in case that you have used CleanMyMac then you might have to re-install the libraries)
And quote Kymeia : if using Sequoia then N.I. apps must be added to the Local Network

Why you are looking on other libraries?
The error message by the program itself, telling you exactly where is the problem.
"Action Strings 2 could not be loaded."
There is your problem.
Perhaps it is fully uninstalled and needs to be reinstalled, or it need to be relocated, or there is an update you have to install… I wouldn't know. Check your Native Access, for this specific library only.

Its just not one instrument, its the entire Instruments Library that got upgraded with Komplete 15

@TTBass ,
Any news on your issue ? Did you get it fixed ? , if so how ?

The issue is not fixed yet. My external Drive where the Library lives is not APFS. So I copied the entire Library to an APFS external hard drive and pointed to it in Native access per suggestion. The change in path for the new location didn't take effect for some reason even though it reads that way in the preferences. When I go to my installed Library in Native access and click on any one of the items to see the path, it still points to the old external hard dirve (Mac Os Extended - Journaled). When I tried to reinstall it on the new APFS hard drive, it fails (It already has a copy from the old hard drive). When I remove the old external hard drive, then the library doesn't even load on Native Access even though the new APFS hard drive is connected to it. While doing all of this, I have also checked on my Maschine 3 software to see if I can load the sounds and still gives me the same error message.
Can you suggest anything else or do I have to uninstall and Re-install everything on Native Access?

Use the latest version of Native Access for your OS
It is important that you remove the old drive so that it is not available when pointing stuff to the new drive since N.A: gets confused if the content is available at two places at the same time.
So try removing the old drive and then see if you can somehow repair or point N.A. to the new drive.
Else maybe try resetting the Native Access XML file , look at section 8 here : My Product is Missing in Native Access , or manually try removing a product from OS and then point it to content again : How to Uninstall Native Instruments Software from a Mac Computer
Reinstalling a Komplete Bundle Without Re-Downloading Kontakt Libraries
Moving a Native Instruments Product to Another Location on Your Computer
Using the Repair / Relocate All Function in Native Access
Also always check the Mac users must do checklist :
ALL NI apps including NTKDaemon must have full disk access. : How to Enable Full Disk Access on mac OS and disks must be of correct format : Notes on Network Drives and Disk Formats
Also then please check that iCloud Private Relay has been turned off : Native Access Error Message: "Download failed" (macOS)

I finally got Native Access pointing to the right location (new Hard drive). All Libraries pointing to the same hard drive. All access granted to all necessary file systems and Daemons etc … Still have the same issue. I am going to have to contact support.

With “All Libraries pointing to the same hard drive” you mean you used the Relocate function of NA?
In your messages you say
“The change in path for the new location didn't take effect for some reason even though it reads that way in the preferences. When I go to my installed Library in Native access and click on any one of the items to see the path, it still points to the old external hard dirve”
which sounds a lot like you changed the location in preferences, not that you used Relocate.
The location in preferences tells to NA where to install libraries from then on, not where the already installed libraries are.
If with your last comment (“All Libraries pointing to the same hard drive”) you mean that now you used Relocate, sorry…my comment is useless. But I thought to write it down anyway, in case the procedure of how to Relocate already installed libraries got lost in the sea of support articles links that have been posted
