Is there a waiting time when re-transferring a license?

Hi, so I have just purchased a hardware and the seller has transferred the license to me. I've added it into my account so that I know I have it.

Now I'm looking to sell it and need to transfer it out. But it's saying it's not transferrable. Why?!

There's a waiting period for new purchases/transfers which I think it's 60 days.

To specify then more accurately then you might not be able to transfer yourself within the 60 days but you can ask N.I. Account Support to do it for you if you have to transfer within that period.
