I don't have the library's files on my PC, i can't mark it as uninstalled in NA and I can't reinstall it. The report a bug link in NA is broken and obviously the support page doesn't have an answer. How in the world do I fix this terrible software?

on windows you go to settings/apps/installed apps there you can uninstall the libraries, then you should be able to reinstall them.
Sorry, but I'm not sure what you're talking about. There's no settings button in NA, only preferences and if you're talking about windows apps screen, my two libraries aren't there.
