I purchased a Maschine+ second hand and would like to register the device with my account, but am not able to contact the past owner.

You need to contact N.I. Support and ask them to transfer the device to your account (also include picture of serial on bottom of device as well as purchase receipt.) . Then if whoever the device is presently registered to do not object if/when contacted by NI then NI Support will transfer it to you and you should also receive any base software for the device if any…
When you have opened a support ticket then you should get a ticket confirmation , but there might be a delay with respect to the actual ticket processing due to delays on support at the moment.
