what’s the situation, with buying a used plus , from a second hand store , where the original owner hasn’t transferred ownership?

Oh you've not bought it yet? I would imagine they wouldn't just give you the serial number, and NI wouldn't start proceedings until you purchased the unit.

obviously I wanna check it ain’t stolen , because generally I’d buy it knowing I can contact support , like I did when I brought secondhand jam etc .
