Is there a way to achieve this effect like an serato with a combination of effects?
The effect you're looking for is, more or less, a granular, down-pitch-shifting delay/reverb and it can be convincingly recreated using Traktor’s advanced Group FX mode.
The "Scale DN" effect in Serato is essentially a combination of pitch shifting, feedback, and filtering. Here is how to build its equivalent in Traktor Pro:
To get this right, you need to set one of your FX Units to Group Mode and load these three effects in this specific order:
Once loaded, set the parameters as follows to mimic the downward "scaling" motion:

Set Rate to 1/16 or 1/8. Keep Feedback around 40%.

To achieve the Serato "Scale" sound during a transition:
As you turn the FX Unit's Dry/Wet knob up, simultaneously turn the Transpose Stretch knob further to the left. This causes the echoes to "stretch" and drop in pitch. If you want the scale to ring out after you stop the track, turn on the FRZ (Freeze) button on the Delay slot just before you cut the fader. This will loop the pitch-shifted tail indefinitely.
Can't say that it will be 100% to your taste, since i don't use Serato, but it is probably to closest you can get. :-)

That's Beatmasher+Transpose+LPF or Loop+Key+LPF
I used to create macros like this with Transpose and filter is used just to mask the Transpose stretching at the end.
