Is it posible to load Plugin effects on Single Notes and if yes .How

Single Notes effecting
Plugins do not load into a note, so no, not in the way you're wording it.
Load the FX on a separate Pad, in the Pad with notes Output set the FX-PAD as an AUX/SEND destination, then modulate/automate the send level on the Notes-Pad to affect just the part you want.
If it's a chord or polyphonic material you can duplicate the Pad/Instrument, make sure that fx note only happens on the second Pad and have an insert FX on it.
