Official Process for Releasing a Kontakt Player Library

Hello everyone,
I am looking for information on the official process for releasing a sample library for the free Kontakt Player. I'm specifically interested in understanding the concrete steps required to make a product available through Native Access.
Could someone from the community or NI staff clarify the following points?
- What is the very first step an individual developer should take to begin the licensing process with Native Instruments?
- Is there a formal application or submission portal where potential products can be presented for consideration?
- What are the key requirements—technical or otherwise—that a library must meet to qualify for a Kontakt Player license?
My goal is simply to understand the entire pathway from development to release. Any guidance on the standard operating procedure would be extremely helpful.
