I have several apps I would like to buy ie Desert Guitars that require a full version of kontakt. will the kontakt 15 or 8 99 $ version allow for 3rd party apps that require full kontakt version or does it only come with kontakt player

With respect to Komplete bundles then you need Komplete 15 Standard or higher tier to get the full version of Kontakt 8 and other N.I. 'flagship' apps.
Else then you can buy the full version of kontakt 8. (The $99 Kontakt 8 Update requires ownership of a previous full version of Kontakt 1-7 on your account to work)
I always recommend that people get at least Komplete 15 Standard since that gives you the full version of the apps and a lot of libraries and expansions at an unbeatable price compared to the the added cost of all the individual products included. Of course then savings are highest when bought on a sale.
