It doesn't seem like a poor CPU to me? It's a 2024 i7 low power chip. It should run Traktor.

It is not i7 it is 7. ;-) Intel changed terminology to confuse users, I guess.
I would place it somewhere between i3 and i5. And those 8 "efficiency" cores is more for trouble than for benefit. If used for heavier audio tasks.

Looking back over the comments, they are much appreciated. I bought this PC because it easily met the NI minimum spec required for Traktor. Everyone blames the PC/Windows for the problems encountered. It's a bit like buying a car that fits in your garage and when the gearbox doesn't work the manufacturer tells you that you need a better garage. The solution to this is to ditch NI altogether and try a whole new route. After 15 years, that's what I am going to do.

Did you try it with multi-core processing switched off? As Kubrak suggests, if Traktor is using the efficiency cores rather than the performance cores, that may be the problem.
As well as best performance, what are the other Power plan options? Can you check whether there is no CPU throttling on that plan?

Nope. Minimum is i5 and not your CPU.
Like Kubrak said, your CPU is between i3 and i5. Did you try to turn off Hyperthreading? This is the first step to do.

According to PC Mag:
'The Intel Core 7 150U is newer than Intel Core i7-1355U also around 6% faster in multi-threaded (CPU Mark) testing but the CPUs have comparable single-thread rating. Both CPUs operates at similar power levels (TDP).'
Are they wrong? If so, I should return the PC as not meeting spec.

Min spec for Traktor is i5, I guess. And you have 7, which is not either i3, either i5, either i7. It is just 7. And 2 P-cores is really not much those times. Traktor might run on it, but you have to secure that it does not run on "efficiency" cores! Those are in fact a bit better Atoms, that are not suitable for running Traktor.
I would try to switch off "efficiency" cores. If that does not help then hyperthreading. The best on such system would be to use Lasso App. and set there that Traktor and audiodriver run only on P-cores. Setting so, also "efficiency" cores could help with load from other SW.

Your problem is elsewhere. First of all, you need to understand that Windows are optimized for generic, average use and not for audio performance.
I am running an 8 year old Intel i7 CPU and Traktor runs perfectly with 4 decks at a buffer size of 128.
I even do live streaming with it and never had a problem!Same for my equally old laptop which i use for playing live on some big psytrance festivals.
It never betrayed me, not even once. Because it is correctly tuned for audio performance.Apart of that, i am dealing with Windows on a semi-professional level, since 1998 and i can guarantee you that your problem is there, on your Windows.
To me it seems (and since all the above suggestions didn't work for you) that you didn't make a correct audio optimization on your computer, or perhaps you are running too many useless background services and tasks, or something else… it is impossible to know without looking in your computer.

Intel Core i7-1355U
is also terrible CPU that should not be labeled i7, not even i5. The thing is that Intel strugles last couple of years… And so creates such a Frankensteins….As I said Traktor might run OK on your notebook, but it is not, IMHO, for sure. What is for sure is that you have to finetune it. You find here couple of suggestions what to try.
One thing is for sure. If you intend, beside DJing, also produce music on your computer, you would find very soon that it is not suitable for such tasks. One needs more performance cores than just two…
I use Traktor with old i5 (10th gen. 4C/8T) and Traktor runs just fine. But for music production I use 8C/16T CPU by AMD and 64 GB RAM. I used to have 4C/8T i7 and 16 GB RAM and it was not sufficient for music production (in my case).

As the new PC is not i7, as purchased, I can now exchange for one with Intel Core i7-1360P Processor, is that another dud? Would changing to an AMD Ryzen 7 7730U Processor help?
I should point out that I am upgrading the PC. The previous one was i5 but only had 8Gb RAM so I had a few memory problems. I have 'upgraded' to i7 16Gb RAM to remove the memory problem (slow filters in browser). The i5 worked fine otherwise. The new PC has no browser issues, just the random clicks and crackles, i.e. it's apparently not i7.

Before you do that can you just check something - I assume you've checked your power plan settings on the Windows settings rather than Control Panel?
Click on Start Menu > Type Control Panel > Open Control Panel > Select Hardware And Sound > Power Options
Is there a setting there to switch to High Performance? If yes, try it, and see if there is an improvement.

First I would try the tuning computer. Switch off efficiency cores and/or hyperthreading. The best would be use Lasso App. and set that Traktor and audiodriver run only on performance cores.
If changing computers… Intel Core i7-1360P is better than what you have, it has 4 performance cores. Just 13th series had several problems (oxidation and instability that may come in longer time), but I am not sure if also notebook CPUs were affected. Probably not but better to check.
And AMD Ryzen 7 7730U would be even better, it has 8 performance cores.
