NI 20% off coupon is only taking off about 5%

Added $248 worth of software to my cart, Applied the NI2025-USD code, and instead of discounting by $49.60, a discount of $9.80 was applied.

Why?

    I do not know the terms, but maybe 20% applies just to one item, not all.
