I want to completely remove certain libraries from my Mac so they no longer appear in NA or anywhere else.

I think the latest NA now does this for you, but I might be wrong (Im not on it) . If not, there are instructions somewhere on NI website (you'll have to do a search) to manually do it, which is definitely recommended if you want to do it properly.
