S4 mk3 jog wheels not responding properly

My jogwheels are not responding properly. When I am trying to scratch on the down beat of the curser, as I keep scratching the wave form moves to the left away from the downbeat i had it on and I have to keep turning the jog wheel to bring it back to line up with the down beat again to get a good scratch. This is in TT mode and JDG mode on the haptic drive Jog wheels. Please help.

you must have deactivated the jog mode!
