I recently upgraded to Ultimate from standard a couple weeks ago, and now I see an Ultimate upgrade comes with free instruments included. are existing ultimate members just left out of that deal now???

Personally I do not think that your purchase "a couple weeks ago" counts like "super close to the announcement of this campaign" but since I am not in charge and do not work for NI then if you want that cleared up then you will have to ask support.
Since there are a steady stream of new discussions all the time on exactly the same topic then I will close this discussion and I refer users to one of the existing discussion !
This has been asked a number of times already and the answer seems to be that existing owners are not eligible for the free instruments.
However you could always ask N.I. directly.
