Izotope provides Insight. If you have the Music Production pack.
if you use some other DAW, there maybe one as well. For instance, I use Ableton Live, there is a free M4L device.

There would need to be a standardized and accepted 'full scale' before a LUFS meter would make any sense in Reaktor.
