There are several messages that could be displayed for a Download Failure...do you have the specific error message?

There is a support doc available on the subject, I can’t link to it on Mobile, so go to the support page (link at top) and search “Download Failed”… the solution(s) provided may or may not resolve your issue… if not, use the account and order support page to chat with NI during the listed hours or submit a support ticket!
