You have to be owner of a regular Traktor license. When you haven't installed a full version of Traktor, you cannot run the beta.
When have purchased Traktor, download the update to 3.8 via NativeAccess. Because, like lord-carlos mentioned, the beta test is over, and the official release installs over NativeAccess.
