i agree and i can't explain why some NI designers seems to have a very small idea about some of the basics of design… totally flat aesthetics? lack of imagination? or just not enough time to catch the release date dead-line? …who knows…
same for the for the app icons (since you mentioned them)… last year, was a nice change and i liked it… but now, eh all black square icons? if you see them everyday eventually they become boring and annoying…
so, recently, i created my own ones, for some, and soon i will do it for all! 😀

Exactly… Now add those problems to a complicated SW and you get a GUI that moved 3 steps forward but also 10 steps back.
On simpler SW that doesent show that much in screen at one time — like NA2 for example the darkness is well thought out and doesn't seem to bother people at all… but it also has lighter mode, so… IDK.

I prefer not to comment over design choices, I find changes are always some fresh air. Specially after many years on the system.
However, I can't understand why NI lacks some room for user to customize. I do not mean complex options, just very simple things. Little options that adapt to many tastes/needs/workflows and make everybody happy instead. Without affecting the system at all! If you could set how dark you want it (even enough for Leonard Cohen :) in an adaptable Contrast/Brightness we would not be having this discussion at all.Looks like a decision was hardly taken while it could be better to leave it open for the user to decide.
Also take into example, if they let choose Audio Mute on/off for Sounds and ALSO for Groups. Why is fixed? Or the same to let Unpin Pad/Keyboard/Chords/Step screen. Why are fixed?

The sizes are fixed because everything is still pixel based instead of vector graphics.
The majority of these issues were reported early on but considered unimportant and not taken care of. Rushed is not exactly the word I would use. It’s more like intentionally neglected.

Also the plugin scanning is ridiculous now on v3, and then the library scan on every boot too, maybe these are only Windows issues, but they are serious issues, the first boot of v3 can take a very long time to load.

To avoid Library scan on every load, de-select this option in Preferences:

Yeah it still does a scan when that is deselected, I think it is a reported issue.

That only stops scan of user content. There's no way of stopping the plugin scan*.
*If you hit esc at the splash screen, you can skip the scan - but then your plugins won't be available.

They will still be available but any new ones you installed wont show up and you would have to rescan in the preference section. although for some reason that seems to be quicker than the boot up scan. At least it seems to be
