When scrolling through instrument presets etc., the volume seems way louder than whatever project I'm working on - to the extent that I have to remember to turn down the speakers beforehand. Is there a setting anywhere to fix this?
Theres a volume slider right at the bottom of the Browser GUI.
You can also go to Master → Output and change the Cue Level.

Just not when browsing the USER library for some bizzare reason...
yeah - they probably thought users would not figure out how to create previews or NKS for themselves - I guess they wanted previews to be some exclusive NKS Partners only thing. NI have made it harder for users to create our own content but we still managed to!
