I am not sure if you think that you can sell what you made to NI or if you want to publish your work as in make your own Kontakt library.
If you hold the rights to what you have made (so that you are not violating anybody else's rights) then as far as I know then you are free to publish and even sell any Kontakt library that you have made as an unlicensed Kontakt library. Unlicensed Kontakt libraries do not have any Native Access serial and require the full version of Kontakt to work. You only need to get a NI license if you want your library to work in the free Kontakt Player. Of course you can contact NI for help or guidance if you need 🙂
