How can i check if traktor pro 3 is downloaded on a other device? If so what can i do to delete that connection to the other device?
I don't think that is needed. I have never seen the "only on 2 pc" rule being enforced.
But if you really want to and If you don't have access to the device, you could change your NI password. I think that should log you out of NI and at some point traktor would not start up on said device any more.
