Normally you'd transfer the hardware licence to the buyer and the software would follow it. Not sure how it works with third party hardware so I'd suggest putting in a support ticket from here as support handle all these kind of issues - https://bit.ly/NI_Support_All
I am not even sure if secondhand buyers of third-party hardware partners hardware can get any free software. But usually then what 'free' NI software that comes 'bundled' hardware can not be transferred from one account to another , but on the other hand then secondhand buyers of NI hardware gets their own free copy of any 'base software' .
It looks as if we need for @Jeremy_NI to please clarify rules for secondhand buyers of third-party hardware partners NI software bundles when sold ?

For some of our hardware products, the new owner would get the attached software automatically. For third party hardware this does not happen, you should initiate a license transfer to the new owner: How to request a License Transfer ID for your NI product
