I found this amazing vst on NI web that I concider buying, called "Spotlight Collection Ireland". I'm a string player myself, so I use a lot of effects as hammeron, pulloffs, slide techniques, and so forth.. Can I program this with this VST?
Did you watch the walkthrough video (https://www.youtube.com/watch?v=VppRsDOey0A)? This should answer your question, if the Virtual Instrument fits your needs. What do you mean by "programming"? It's an virtual instrument and you need a keyboard which is capable of articulation switches… The concept is, that you are holding a key for switching the articulation by pressing a key on the keyboard, which is not in the note range of that special instrument.
The best way of finding out, what you want to know (if you didn't find out on their website or by watching YouTube videos) is, to write your questions to the NI support. I have this Spotlight Collection in my Komplete 15 and I have noticed, that there are some different articulations, but don't use this instrument, so I can't really anser, if there are all articulations you need.
