Is there a way to add out and set midi range and or controller range to get a random flashing light?
Where or on what device do you want random flashing lights?
MIDI commands don't have the computational reach. You could set up a qml randomizer, either with some built in random function (not sure if there is any) or build one youself with a timer reading a significantly random real number (like main out dB value) and use the nths digit after the point for LED output.
MIDI randomizer plugin and MIDI effects in Live. You can use trial if you don't have access to a full version - once the trial is done you can still continue to use Live, only saving and exporting will be disabled.

hoping to use it for Traktor
Just keep live runing along side Traktor, one MIDI track won't hurt the CPU at all. Otherwise you can map the VU meter output or Loop Recorder output to produce LED sequences and visualizers.
Interesting…use Live…ok I'll give it a try… but there is no way to accomplish this in Traktor by itself?
Traktor Vu meter output will give you the most random results for your LED's. Live/plugin will give you the most commodity to edit your lights and colors. What hardware is in the subject?
