There are a lot threads regarding spare parts for NI products. NI will not sell you spare parts!
My recommendation:
Type into ebay search field "NATIVE INSTRUMENTS TRAKTOR KONTROL S2 & S4 MK1 MK2 MK3 ENCODER LOOP BROWSE" and you will find a seller from spain. You need skills in soldering or find a friend/electronic shop to replace the encoder for you. It took me 1hour to replace 2 encoders for my S4MK3.
