Reel tapes that are encoded with Dolby a/b/c, but digitized without Dolby encoding.

Is there a plug-in solution for Dolby decoding without a hardware Dolby card?
There are many reel-to-reel tapes that are not known to be "encoded" Dolby or not. It would be a real time saver to run the WAV files through a program that would identify the issues and fix them according to the given specs.
Is it utopian to hope for something like this in 2025?
