There is a little for free with the Komplete Start.

Also then please notice that unlicensed libraries require the full version of Kontakt meaning can not be used with Kontakt Player version. (most free Kontakt libraries are not licensed)

Is what a must have ? To use Kontakt libraries then you need to use a version of kontakt supported by the library. As far as I know then a newer version of Kontakt usually can always be used with libraries just not an older than what library is compatible with. Also as written above then not licensed libraries require a full version of Kontakt which is not included with Komplete Start , you can get Kontakt Pro full version by buying it as stand-alone or as part of a bundle Standard tier or better tier.

But all you need to play a licensed Kontakt library is Kontakt Player which is included with Komplete Start

And all you need to use unlicensed Kontakt libraries is Kontakt Pro Full version , you do not need the rest of Komplete start installed and you can use Kontakt with any midi keyboard you do not need a N.I. keyboard though the N.I. keyboards gives advantages when using the N.I. Komplete Kontrol software and if using Kontakt 8 and S-Series Mk3 keyboards in combination.
