How long will it take for NI to resolve a previously registered license on a used Micro MK3 I purchased?

Thanks Jeremy. Unfortunately after all of that the unit is defective. Pads 2 and 12 do not work.
You can ask N.I. Hardware Support for a price quote to get it fixed though my guess is that it's too expensive and probably cheaper to buy another unit that works !
