Native Access 1.1.3 will not open, OSX Mavericks is still supported?

Mavericks isn't supported by current products. There's a compatibility list here that gives you the last supported version of each product - Compatibility of Native Instruments Products on macOS – Native Instruments (native-instruments.com)

Do you get any error messages from Native Access, or does it just fail to open?

To the extend that the software is still supported, ref. : Native Access Legacy Installers for Older Operating Systems , Legacy Installers for Native Instruments Software Products , UPDATES FOR LEGACY PRODUCTS , Compatibility of Native Instruments Products on macOS 

Then to the extend this is available as in the OS then you will need to give full disk access for all N.I. apps including the NTKDaemon : How to Enable Full Disk Access on macOS and make sure that disks used are of the correct disk format : Notes on Network Drives and Disk Formats
