I own Acoustic Refractions Library, but I don't know, how to find it on Native Access.
Do you know the serial number of the library?
If you do, and if the serial has 25 digits, you can insert it inside Native Access.
Maybe then the library will appear.

With Native Access open did you click the 'Available' tab? This is where you should find any registered libraries which should then be able to be downloaded.
Try enabling legacy content in settings
however if you don’t have Kore 2 or Player installed it won’t work anyway and I don’t think they can be installed through NA now
