What I need is one tap to start loop/audio and one tap to bring it back and start at the beginning. Nothing fancy but it has to have a speed control to slow the audio down but maintain the proper pitch. Any leads would be appreciated.

hardware live loopers are a great recommendation but if you own reaktor i would also look into the user libary. for example LIVE TOOL | Entry | Reaktor User Library (native-instruments.com)

There's not a ton of hardware looper out there. Although this one doesn't really fit your requirements, it seems pretty interesting as well.
