Ozone EQ 11 not working with Equalizer APO
I downloaded Ozone EQ 11 from the official Native Instrument site, with the intend to enhance my gaming experience, and also get a competitive edge on games like Call of Duty Warzone 2.0, and other similar games by making sounds like footsteps louder. But after downloading the Native Instrument app, and downloaded and installing the Ozone EQ 11 Plug In, I tried to add it to Equalizer APO. However I got the following error after trying to add the Ozone EQ 11 Plug In, "Library does not contain needed functions". I re-installed both Ozone EQ 11, Native Instrument app, and Equalizer APO, but I kept getting that error.

iOzone11Core.dll isn't the plugin, it's used by the plugin. All iZotope software is weird like that!
Do you need VST2 or VST3 plugins?

The "iOzone11Core.dll" is used by "Ozone 11 Equalizer.VST3" which is the actual VST3 plugin.
Looking at the Equalizer APO software you're using it seems like it only supports VST2 plugins. Ozone 11 EQ is only available as a VST3 plugin so it won't work unfortunately.

Still, can you show me how I can get the VST 3 Ozone 11 EQ? I'm gonna see if I can find any other host application/software.

Also, is there any Ozone 11 EQ standalone. By standalone, I mean using Ozone 11 EQ without any host software

There's not a standalone version of the Ozone EQ. If you have a host that supports VST3 plugins it'll appear in the plugin list without any need to copy files around as it will already be in the standard location which is "C:\Program Files\Common Files\VST3" in a folder called iZotope.
There are ways to use VST3 plugins in a VST2 host, but they're not free. You could use something like Element from Kushview which is a VST plugin that can load VST3 plugins. You can download it from here Element - Kushview. Not something I've used, but looks interesting!
