Is there a way I can more granularly alter the start time of a sample? Like data entry or something? When I do it with the mouse it jumps between 0, 98, 200, etc. I need like 3.

If you mean the start point, what you can do is zoom in the waveform (you click and hold on it with left mouse button and drag up to zoom in or down to zoom out) and once the waveform is bigger, moving the starting point will move in a finer tuning, therefore you can be more accurate.

If you want to keep the start in view while zooming, I suggest you to click as close as you can to it and drag up diagonally (up and right), otherwise it will zoom on the point you are clicking and then you have to go back to start point by scrolling back
