This is unfortunately not really easily achievable since the instruments can wildly vary in their internal structure.

So this is a difficult question exactly because Kontakt is so open-ended in this regard, whereas SINE is a purpose-build sampler for just one particular sort of instruments and several narrow workflow usecases, whereas Kontakt caters to a much wider variety of workflows, so naturally some things cannot be as easy as others.
As to your question when will Kontakt be modernized in this way, I am not sure if it ever will be in this specific way you mention, exactly because of this open-endedness. But this is just my own opinion.

MPE can already be implemented via scripting, so supporting it is left as a decision for the instrument developer to take.
MIDI 2.0 is a pretty huge topic, but considering the most widely used operating system in the world still doesn't support it (they are working on it fervently, though), it's a moot point to even start implementing it on Kontakt side when there are so many other topics and priorities to resolve first.

Scaling - in 7.4, next update (however, still using existing raster assets). Fully resizable - not any time soon, huge and complicated topic.
Guitar Rig - cannot comment. This is a Kontakt subforum and livestream and questions posted in this thread should be specifically regarding Kontakt only ;)

For this sort of thing one has to wage how much development effort would this be vs what's the actual outcome and how many people it would affect. So, as such it's probably unlikely this would be implemented, sorry to say.
And while mundane, it definitely works. But seriously, how often do you really need to do this that it's a pain point?

Great products, but also a bit stymied by the lack of built in support for MPE in Kontakt 7 and most instruments that run in it. Will this change?

It most likely will not. MPE can already be supported via Kontakt scripting, so this needs to be implemented per instrument. Some instruments already do this (for example Ashlight, certain Slate & Ash and IIRC also some Soniccouture instruments do this).

Yes we need to update the manual, which is currently lagging a bit since it's for version 7.3, and 7.5 is coming up real fast...

Would it be possible to produce an edited version of the live stream to work around any GDPR issues?
I am surprised that is a issue, since the the broadcast was public in the first place.
