Hey there, just wanted to make sure that i dont get in trouble when i want to sell my komplete 13 collectors edition ? i saw that it is possible to transfer the license when sold/bought to another user from my account . So it is legal and everything right?

Yes, all legal. Just initiate a license transfer from your account, and provide the info to the purchaser...
